Every week the VINE Bus System provides thousands of rides to people commuting to work or school.  In addition, through our partnership with Solano Transportation Authority, the Solano Napa Commuter Information (SNCI) offers personalized assistance for traveling around Solano/Napa Counties and neighboring cities.  SNCI is a public agency program with free information and services for using alternative transportation in Solano and Napa Counties and surrounding regions.


Vanpool Incentives

Take charge of your commute with these terrific incentives:

  1. $300: New vanpool drivers can receive $100 gas cards for three months. 
  2. $100: Vanpool back-up drivers can receive $50 gas cards for two months. 
  3. $100+: For new vanpools, receive gas card subsidies of $100 per empty seat for the first month, to get you on the road as you find passengers ($75/2nd month, $50/3rd month, $25/4th month). 
  4. Tax savings: Through the Commuter Tax Benefit pre-tax transit vouchers for qualified vanpool are available.

Free Ridematch Service

SNCI participates in the regional ridesharing services, an interactive, on-demand system that helps you find carpools, vanpools or bicycle partners. It's all free to you. Ridesharing is:

Commuter Tax Benefits

Did you know you can pay for certain commute costs with pre-tax (Internal Revenue Code Section 132 (F), as amended by TEA-21, Title IX, Section 91) dollars and reap the benefits every day?

Under California Senate Bill SB 1339 employers with 50 or more workers in the Bay Area are required to offer certain commuter benefits to their employees. One option is to provide bus passes to employees. To learn more, about SB 1339, click here or visit


Emergency Ride Home

If you work in Napa or Solano county, you can rest assured as you carpool, vanpool, take transit, bike, or walk to work that your employer and SNCI will be there for you in an emergency. Enrollment in the SNCI Emergency Ride Home program provides employees with a free taxi ride or a 24-hour car rental in case of a bonafide emergency.

If you work in another county, ask us if you need assistance finding the Emergency Ride Home program there. Nearly all Bay Area counties have one.


Solano Napa Commuter Information (SNCI) 

The SNCI program has been in existence since 1979. It began as part of a statewide network of rideshare programs funded primarily by Caltrans. SNCI is a program of the Solano Transportation Authority (STA) funded through Metropolitan Transportation Commission (MTC) Regional Rideshare, Bay Area Air Quality Management District (BAAQMD), Eastern Congestion Mitigation Air Quality (ECMAQ) and Yolo Solano Air Quality Management District (YSAQMD) funds for the purpose of managing countywide and regional rideshare programs in Napa and Solano counties and providing air quality improvements through trip reduction.
